Who Are We?
Ashe County Transportation Authority, Inc. (ACTA) is a 501(c)3 nonprofit organization located in the mountains of Ashe County, North Carolina. ACTA is a public transportation service provider. Through the efforts of dedicated, well-trained employees, ACTA strives to provide safe, reliable, convenient, and efficient public transit to the citizens and visitors of Ashe County by means of Demand Response, Subscription, and Deviated Fixed Route Service. ACTA provides transportation for non-emergency medical appointments in and out of county, grocery shopping, personal shopping, personal banking, social and recreational outings, work, senior center, adult daycares, and airport. Our services are available to all ages and abilities.
ACTA’s office, maintenance and vehicle storage facilities are located at 895 Ray Taylor Rd. in West Jefferson, NC. The complex is accessible to disabled persons and others with limited mobility.

Governance Structure
ACTA operates under the direction of a governing board. ACTA’s board represents the interests of the organization, provides strategic direction expressed in policies, offers clear, future-oriented leadership, outward vision and a broad range of viewpoints. The composition of the board includes character, talent, and loyalty to the agency and fosters diversity into the whole of the organization.
ACTA’s board is responsible for the hiring and providing guidance and leadership for the system’s Executive Director. ACTA’s board has designated the Executive Director as Authorizing Official.
The system’s Executive Director is responsible for hiring and maintaining all other ACTA employees and oversighting ACTA’s assets.
Organizational Structure
ACTA’s office hours are weekdays from 7:00 AM until 5:00 PM. The management staff includes Executive Director and Operations Manager. ACTA’s Mobility Manager is also a vital part of ACTA’s administrative team.
Opportunity
Members of the board will believe in the mission and goals set for the agency, serve in good faith and in a manner he or she reasonably believes to be in the best interest of ACTA. Board members will be committed to addressing and servicing the public transportation needs of Ashe County residents or visitors. Board members will provide essential support, oversight and strategic guidance.
Responsibilities
The Board of Directors is legally and ethically responsible for all activities of the organization.
- Determine the organization’s mission and purposes
- Select and evaluate the Executive Director
- Ensure effective organizational planning
- Long-term goals
- Short-term goals
- Ensure adequate resources
- Monitor effective use of resources
- Adopts an annual budget and provides fiscal oversight
- Monitor the organization’s program and services
- Enhance the organization’s program and services through advocacy
- Review and approve major organizational decisions, commitments, policies and procedures, and plans
- Attend board meetings and other appointed committee meetings
- Evaluate the board’s performance in achieving the mission
